insidethegames understands that Falcinelli, a vice-president of the International Boxing Association (AIBA), was at one point threatened with a vote of no confidence over his handling of the meeting in the Russian capital.

According to some of the countries present at the Congress, who spoke to insidethegames on the condition of anonymity, the controversial Italian came under fire for his failure to present the full audited accounts of the continental body.

National Federations refused to approve them, insidethegames was told, as Falcinelli only gave them the unaudited four-year accounts.

Several countries protested and claimed Falcinelli had violated the EUBC statutes.

Some of those nations then allegedly raised the possibility of a vote of no confidence in the Italian's leadership of the European organisation.

This was eventually avoided after Falcinelli promised to ensure all of the EUBC's members received audited versions of the accounts, which insidethegames understands highlighted a loss.

A plan from Falcinelli to establish a training centre in the Italian hillside city of Assisi, where the EUBC is based, was also a source of dispute at the meeting.

insidethegames understands some officials were blindsided by the proposal for the centre, which would partly use EUBC funds and would serve as a base for coaching, training and refereeing.

The dramatic scenes unfolded in front of AIBA President Gafur Rakhimov, who was in attendance at the Congress.

Rakhimov, whose election as head of the embattled governing body is one of the main reasons behind the International Olympic Committee (IOC) launching an inquiry into AIBA and freezing planning for the boxing event at Tokyo 2020, gave a short speech to the members.

He also saw one of his key allies, Russian Boxing Federation secretary general Umar Kremlev, elected as a vice-president of the EUBC.

Kremlev, who claimed the IOC had been "stupid" for placing the sanctions on AIBA, was appointed as the senior vice-president, meaning he could assume the Presidency if Falcinelli steps aside before the end of his tenure.

Kremlev was elected in the first round of voting with 40 of the 25 votes available.

The other vice-presidents elected were Ukraine's Vladimir Prodivus and Turkey's Eyüp Gözgeç.

Falcinelli initially lobbied against Rakhimov, who remains on a United States Treasury Department sanctions list as "one of Uzbekistan's leading criminals", prior to his election as AIBA President at the Congress in Moscow in November.

But his temporary suspension for misconduct related to the Presidential election, where he called for members to back Rakhimov's challenger Serik Konakbayev to protect boxing's place on the Olympic programme, was lifted after he pledged to support the Uzbek.

Falcinelli was then confirmed as an AIBA vice-president.

"We must be united and row the boat to the same direction under AIBA's leadership," Falcinelli said during his speech to the EUBC Congress.

"The AIBA Congress has elected Mr Gafur Rakhimov as President.

"Alongside with some of you, I was in the opposite corner of the ring.

"I lost the electoral challenge, but at the end of the Congress I went to Mr Rakhimov to congratulate him and to offer my availability to continue to serve as Olympic boxing as always."
