Ukraine's Sports Ministry has drawn up a draft resolution which could strip national sports federations of their status and funding if any athletes compete in international competitions involving Russians or Belarusians.

The Ministry had previously hinted that governing bodies could face sanctions, with national status needed to access state and financial support.

It comes after the International Olympic Committee Executive Board recommended last week that individual Russian and Belarusian athletes should be allowed to return to competition, if they are not openly in support of the invasion of Ukraine or affiliated to the military.

The Ukrainian Government responded by ruling that its athletes will not participate in any qualifying events for next year's Olympic Games in Paris where there are Russians competing.

It said breaking this rule "may be grounds" for depriving federations of their national status.

"In pursuance of the decision of the Cabinet of Ministers of Ukraine on certain issues dated March 30, 2023, the Ministry of Sports has developed a draft resolution on amendments to the regulations on granting national status to a sports federation on a competitive basis and deprivation of such status," the Sports Ministry said.

A Ministry spokesperson added: "One of the key features of the national status is that these sports federations receive state support and financial support for the participation of national teams in sports in international events.

"The Ministry of Sports, together with the Security Service of Ukraine, is working on the issue of applying personal special economic and other restrictive measures (sanctions) to sports federations and its members for their actions that create real and/or potential threats to the interests of society and the state."

The Ministry is also working on supporting national federations which might be penalised by International Federations for refusing to take part in their events.

Ukraine's tennis body has reportedly said that not being allowed to play against Russians and Belarusians would lead to "the destruction of Ukrainian tennis".
