Former Peruvian Football Federation (FPF) President Manuel Burga Seoane has been handed a lifetime ban from all football-related activities and ordered to pay a CHF1 million (£887,000/$1.1 million/€1 million).

He was sanctioned by the Adjudicatory Chamber of FIFA's independent Ethics Committee after it concluded that he had participated in bribery schemes and accepted undue financial advantages.

Burga Seoane, who led the FPF from 2002 to 2014,  is also a former member of both the South American Football Confederation Executive Committee and FIFA Development Committee.

"After having conducted a hearing and upon careful analysis of the evidence provided before the Adjudicatory Chamber, in addition to the evidence collected during the investigations conducted by the Investigatory Chamber in the applicable proceedings, the adjudicatory chamber was comfortably satisfied that Mr Burga Seoane had breached articles 13 (General rules of conduct), 15 (Loyalty), 19 (Conflicts of interest), 20 (Offering and accepting gifts or other benefits) and 21 (Bribery and corruption) of the FIFA Code of Ethics, 2012 edition," said FIFA in a statement.

The ban comes into force immediately and is due to be followed by a notification to Burga Seoane of the grounds within the next 60 days in accordance with the Code of Ethics.

The sanction follows a decision from the Adjudicatory Chamber in 2019 that was later annulled by the Court of Arbitration for Sport (CAS) and referred back to the Investigatory Chamber of the Ethics Committee.

In August 2008, the National Police's Financial Investigation Department reported "indications and evidence" of irregular income which led to an inquiry into Burga Seoane before getting dropped at the request of prosecutor Jorge Sanz Quiroz.

A preliminary fiscal report of the Congressional Oversight Commission conducted in July 2015 revealed that property and assets were signed over to Burga Seoane's family members.

Five months later, he was arrested as part of an investigation into corruption at FIFA.

In November 2019, FIFA concluded that there was "overwhelming evidence" that Burga Seoane received or was promised a sum of $6.6 million (£5.3 million/€6 million) in bribes linked to the commercial rights of the Copa América and the Libertadores Cup.

Burga Seoane is expected to appeal the sanctions to CAS.
