The IOC Future Host Commission for the Olympic Winter Games presented a report to the Executive Board featuring a series of proposals on the future of winter sport here this week.

These included a call for the IOC to target destinations with entirely existing or temporary venues and average minimum temperatures of below zero degrees Celsius for snow competition venues at the time of the Games over a 10-year period, and the potential to rotate the Winter Olympics and Paralympics within a pool of hosts was discussed.

The yet-to-be-built Trojena resort was awarded the 2029 Asian Winter Games by the Olympic Council of Asia (OCA) in October, a move which drew significant criticism given the volume of artificial snow required and changes to the natural ecosystem.

The multi-sport event has not been held since 2017 due to a shortage of available hosts.

Dubi did not directly criticise the OCA's decision, but underlined the importance of the Future Host Commission's proposals in light of the ongoing climate crisis.

"We've said and we repeat that we were not consulted on this decision," the Swiss official said.

"If you ask us whether we feel comfortable with the requirements that we have established for our own process, yes we are because the first and central question we ask is about sustainability and legacy of the Games.

"What we have discussed in the context of the Executive Board, and I don't say it's been adopted, is to up these requirements to make sure that when we go somewhere, they have all the baseline material and climatic conditions so that when you host the event, you're not draining on the resources.

"This is what has been discussed.

"This is why I said as well that we need more studies in this respect.

"It's very important to be very forensic and detailed when it comes to this, and with the time we have ahead of us, we can push into those studies and come up with the right level of requirements.

"Our whole point was to discuss about upping the requirements, and this is part and parcel of what we do."

Organisers claim that Trojena, which forms part of the Neom project, will be powered by renewable energy, and that the resort is "changing global perspectives".

Recent editions of the Winter Olympics and Paralympics have also relied heavily on artificial snow, which requires intensive water and energy consumption and can cause ecological damage.

The IOC has declared that it will require Olympic Games hosts to deliver "carbon positive" events from 2030.
